The Sumida Tower

Tokyo's new 610 m Sumida Tower (site in Japanese only) will been seen completed by 2009, and will be the tallest man-made structure in Japan. Its close deadline to that of the Burj Al Arab in Dubai gives it the much needed attention, although it will be approximately 80 m shorter. However, it does surpass the CN Tower in Toronto by 57 m. The building is expected to facilitate as a communication hub, and is led by a consortium of six television company and Tobu Railway, which expects to put forward at least USD$500 million in construction costs.
Tokyo, conscious of the competition from Taipei in Kuala Lumpur and other projects currently underway, has been increasingly anxious to build this tower to retain Japan's reputation as a country of spectacular engineering projects. But delays have been mainly caused by rival districts quarrelling about earthquake-prone zones. Let's hope the construction gets underway soon and it brings Tokyo's skyline to new heights!

I think I can imagine if I go up on 450 meters observation deck to see the Mt. Fuji with no problem, don't need to worry about the clouds which the Tokyo Tower sometimes can't see the Mt. Fuji because of the clouds.
All I can say is that it would be very wonderful observation deck ever I've visited!
